TRUE: In 2016, this one-time golf course fell into default, decay, and dilapidation. For over five years, no one from the surrounding neighborhoods tried to purchase the property. The partners of Tomoka Reserve acquired it in 2021.

FALSE. In the mid-2000s, the city of Ormond Beach gave the property an R-2 “low-density residential development” zoning designation for infill development.

TRUE. The property is compliant with the city’s land use regulations for “low-density residential development,” which make it eligible for a density of over 600 homes – albeit in multiple configurations.

FALSE. Tomoka Reserve is legally entitled to a residential zoning designation from the City of Ormond Beach. Planning board members have publicly acknowledged Tomoka Reserve will be developed as a residential community.

TRUE. An R-2 straight zoning application has already been filed with the City of Ormond Beach. However, the partners of Tomoka Reserve hope for an amicable outcome of the PRD site plan application.

TRUE. Under the proposed PRD, Tomoka Reserve homes offer an affordable price point of $499,000 to $699,000 (comparable to the surrounding neighborhoods.) The development will positively raise area property values.

FALSE. The proposed PRD preserves more than 52 percent of green and open spaces, lays out nearly three miles of buffering with a minimum depth of fifty feet, and includes Florida-friendly vegetation with tree preservation, several parks and playgrounds, and access to pedestrian walkways. There are no wetlands within the property.

The 272 planned residential units would offer less density, at 1.87 units per acre, than any other neighborhood in the immediate Ormond Beach area!

TRUE. Since 2021, the property owners of Tomoka Reserve have facilitated about 6 public meetings with neighbors and initiated conversations with city officials in an effort to produce the best site plan.

The partners of Tomoka Reserve have gone the extra mile to reach an equitable compromise. In fact, the partners of Tomoka Reserve applied so much stakeholder input to the PRD that they had to resubmit it due to “material changes.” This good-faith effort by Tomoka Reserve required a new planning board meeting, which was held on August 21, 2023.
